For nearly four decades, Beals Associates, Inc. has been at the forefront of some of the most ambitious and challenging site and engineering designs in the region. From the beginning, the firm has aimed to achieve a balance of high quality design and effective client advocacy within the private and public sectors.
Remaining true to its founding principles, Beals Associates, has been involved in thousands of projects ranging from land planning studies to public and private land development at various scales, all while positively impacting the surrounding environments and communities. Our projects have ranged in value from $50,000 to in excess of $1 Billion. Through our portfolio of proven results, we continue to develop many lasting, fiduciary relationships with individuals and companies, while maintaining client relations with those that began with us in 1983.

Lawrence M. Beals
As the founder of Beals Associates, Inc., Larry Beals has over 45 years of professional experience including over 35 years of principal level planning and engineering consulting, multi-disciplinary project management and regulatory experience. During that time, he has been involved in all technical aspects of projects including master planning, land evaluations, subsurface explorations, wetland mapping, soil mapping, hydrogeologic analyses, permitting, and environmental impact assessments. Larry continues to provide Principal-in-Charge level services to many of the firm’s projects and maintains a daily connection with clients and staff alike.
Larry has acted as an advisor to various corporations, institutions, and non-profit organizations, as well as to individuals on land use alternatives, development strategies, and regulatory process navigation techniques. His expertise has extended throughout the northeast region from Delaware to Maine. During his career, Larry has also lectured at the Harvard Graduate School of Design, the Massachusetts Bar Association, Salem State University, the Executive Office of Communities and Development and the Landlaw Land Use Conference.
Prior to founding Beals Associates, Inc., Larry was the co-founder of Beals and Thomas in Westborough, Massachusetts and a Project Manager at BSC Engineering in Boston. He earned a Bachelor of Science degree from St. Lawrence University and a Master of Science degree from the University of New Hampshire. He has also earned continuing education credits from the Harvard Law School. Within his community, he has served as the Commodore of the local Boat Club and as a member and chair of the local Zoning Board of Appeals.

Todd P. Morey, P.E.
Todd Morey has over 30 years of experience in civil engineering design, permitting, and entitlement throughout the northeast and south coastal areas. He is a registered Professional Engineer in Connecticut, Maine, Massachusetts, New Hampshire, Rhode Island, Vermont, and South Carolina. Throughout his career, Todd has developed a large portfolio of diverse projects including the planning and design work of developments ranging from medium scale residential subdivisions to extensive corporate campuses and large-scale industrial buildings. His permitting expertise and attention to regulatory details has provided him with opportunities to guide clients and project teams through complicated regulatory pathways leading to highly successful projects.
As a Principal, Todd is involved in client and consultant contact and negotiations, as well as all phases of design documentation and quality assurance. He also uses his experience to assemble and coordinate large multi-disciplinary teams to enhance the firm’s client focused philosophy. Todd also maintains focus on the development and career advancement of our staff of talented individuals while serving as the lead engineer on our firm’s larger projects. He remains highly focused on expanding the Beals Associates name throughout various locations throughout the country.
Prior to joining Beals Associates, Inc., Todd was a Senior Engineer with DeLuca-Hoffman, a southern Maine-based engineering firm, and a Senior Site Development Manager with Lowe’s Home Centers, Inc. based in North Carolina. Todd studied at the University of Massachusetts at Amherst where he completed degrees in Mechanical and Civil Engineering. He has served on his community’s Planning Board and Zoning Board of Appeals and has been active in coaching youth sports since 2007.

Devin P. Howe, P.E.
With over ten years of experience in civil engineering, Devin Howe, P.E. specializes in the design, permitting, and construction of development projects with experience throughout Massachusetts. Beginning with Beals Associates, Inc. as an intern in 2013, Devin’s extraordinary attention to detail is the basis for the high quality of projects that he is directly involved in. Devin designs creative site plans that follow jurisdictional regulations and standards, understanding potential issues to work in creating effective solutions. Clients have an undeniable trust in Devin to lead any project from conceptual design through construction.
On a day-to-day basis, Devin leads and mentors a design team of project engineers that provide a consistent level of first-class site design work on some of the largest and most complex projects within the market.
Devin studied at Wentworth Institute of Technology where he obtained a Bachelor of Science degree in Civil Engineering and has previously served as a member on a local Zoning Board of Appeals.
SENIOR PROJECT MANAGER
Matthew E. Costa
Matthew Costa has been an instrumental part of Beals Associates’ continued success since joining the firm in 2016. His engineering expertise, background in construction, and thorough knowledge of the construction process has provided him with the ability to offer clients and project teams the opportunity to achieve any goal. Matt has had a direct involvement in various projects across Massachusetts with experience in project representation and permitting, construction and project management, land planning and civil design.
As the firm’s Senior Project Manager, Matt has led projects from the conceptual phase through site construction for residential, commercial, and industrial developments while leading a team of project engineers as they continue to exceed client expectations.
Matt began his career as a Field Engineer where he gained experience with a marine contracting firm conducting projects such as dredging for gold in Alaska, and rehabilitating beaches and harbors in and along the Gulf and East Coast while also remediating contaminated sites across New England. A graduate of Wentworth Institute of Technology, Matt received a Bachelor’s Degree in Civil Engineering Technology and has found that completing projects, solving problems, and exceeding expectations is his motivation.

Benjamin W. Enos
Ben Enos is a project engineer involved in the research and design development of projects within the commercial, industrial and residential markets. Ben has an expert-level understanding of local and state regulations, site layout design, hydrology, and innovative stormwater management design; incorporating all facets of his experience and education into his work at Beals. In addition to work for clients, he is instrumental in the training of junior level project engineers.
Ben studied at the University of New Hampshire where he earned a Bachelor of Science degree in Civil Engineering. Ben is continuing his education under the direction of professional engineers at Beals and is working toward obtaining his professional engineering license.

Graham D. Fay
Graham is a project engineer involved in design development and permitting processes for commercial, industrial, and residential projects. On a day-to-day basis, he uses a variety of computer modeling software to provide detailed plans and analyses that are utilized for the permitting and construction phases. Additionally, Graham performs on-site field inspections for various focus areas.
Graham studied at the University of New Hampshire where he earned a Bachelor of Science degree in Civil Engineering and is working toward obtaining his professional engineering license under the direction of professional engineers at Beals.

Martin Cayne Yackel
Martin Cayne Yackel is a project engineer involved in the research and design development of various projects across Massachusetts. Martin’s proficiency in AutoCAD Civil 3D allows him to create 3D models and site layouts which are used in the permitting and construction processes. In addition, he performs a wide range of on-site field investigations and assists in the training of junior level project engineers.
Martin graduated from Florida Gulf Coast University in 2020, where he earned a Bachelor of Science degree in Civil Engineering. Martin is continuing his education under the direction of professional engineers at Beals Associates, Inc. and is working toward obtaining his EIT and professional engineering license.

Tyler M. Lapshanski
Tyler Lapshanski is a project engineer who started his career at Beals in September 2022. He is involved in the research and design development of commercial, industrial and residential projects, while working on conceptual drawings and detailed plans that are used for permitting and construction. Tyler also has continued to gain experience performing on-site inspections and surveys.
Tyler studied at Wentworth Institute of Technology where he earned a Bachelor of Science degree in Civil Engineering. While working toward his degree, he was a member of Wentworth’s Division III hockey program. Tyler is continuing his education under the direction of professional engineers at Beals and is working toward obtaining his professional engineering license.

Molly McGillicuddy
Molly McGillicuddy is a project engineer who started in October 2023. She is involved in the design development and permitting processes on a variety of commercial, industrial, and residential projects. In the office, she uses various modeling software to provide detailed plans and analyses for her projects. In the field, she conducts site visits to review overall site conditions prior to design work and to review compliance with approved engineering plans during construction phases.
Molly graduated from the University of Massachusetts Lowell in 2023, where she earned a Bachelor of Science degree in Civil Engineering. She is continuing her education under the direction of professional engineers at Beals and is working to obtain her professional engineering license.

Bruno G. Justiniano
Bruno Gomez is a project engineer involved in the research and design development of projects within the commercial, industrial, and residential markets. Bruno possesses an expert-level understanding of hydraulics, hydrology, fluid and soil mechanics, and structural analysis, incorporating all facets of his experience and education into his work at Beals.
Bruno attended Wentworth Institute of Technology, where he earned a Bachelor of Science degree in Civil Engineering with a minor in Environmental Engineering. He is continuing his education under the guidance of professional engineers at Beals and is working towards obtaining his professional engineering license.
Permit coordinator - environmental scientist
Elizabeth Sharon
Elizabeth Sharon is a Permit Coordinator and Environmental Scientist involved in research, permitting, and resource delineation for projects with commercial, industrial, and residential uses throughout New England. Elizabeth utilizes her experience in environmental permitting and fieldwork to ensure a seamless permitting process with accurate resource area mapping and analysis.
Elizabeth attended Tufts University where she earned a Bachelor of Science in Environmental Science. Elizabeth is now continuing her education under the direction of professional engineers at Beals Associates and through hands-on opportunities that further improve her permitting, research, and fieldwork skills.

Oscar D. Brautigam
Oscar Brautigam is a land use planner involved in research, permitting, and design development for projects within commercial, industrial, and residential fields throughout the Northeast. Oscar’s excellence in research ensures clients have a smooth path through the planning and design process, while avoiding pitfalls and maintaining schedules. By applying creative and intuitive design solutions, Oscar plans sites of all shapes and sizes, making sure to meet the needs of each specific client and locale.
Oscar attended Vassar College where he earned a Bachelor of Arts in Urban Studies. Oscar is now continuing his education under the direction of professional engineers at Beals Associates and through hands-on opportunities that further develop professional planning, design, and research skills.
Director of Land Planning
Tim Czerwienski, AICP
Tim Czerwienski is a planner with more than a decade of public sector planning experience. He most recently served as the Director of Planning and Community Development for the Town of Milton. In that role, Tim initiated the Town’s first Open Space and Recreation Plan update in 15 years; led Milton’s review of seven 40B comprehensive permit applications, all of which were approved by the Board of Appeals; and spearheaded the Town’s development and drafting of MBTA Communities zoning, which went on to be approved by a supermajority at Town Meeting in December 2023. Tim began his planning career in Milton, serving as the Town’s first-ever assistant town planner, where he professionalized staffing of the Planning Board and provided expert support to multiple boards and committees.
Prior to his tenure as planning director in Milton, Tim served as a senior project manager in the Development Review Department at the City of Boston Planning Department (then the Boston Planning and Development Agency). There, Tim managed the City’s review of large development projects, including the master plan for 10.5 million square feet of development at the Suffolk Downs site in East Boston; 1.76 million square feet of redevelopment at the former Edison Plant in South Boston; and the 34-story mixed-use tower at the Huntington Theater site.
Tim received a Master in Urban Planning Degree from the Harvard University Graduate School of Design, and a Bachelor of Arts in English from Boston College.
